feat(web): answer pull request actions on the row at once

Closing, reopening, merging or toggling draft from the detail panel left the row on the pull requests page unchanged for seconds: the page asked for four or five listings, the server had stranded every cached one, and while the reads travelled the list could swap to skeletons and land the reader back at the top.

The row now takes the action's outcome the moment it is sent. A closed pull request leaves an "open" list on the click, a reopened one comes back, a merged one goes purple; the host's next whole-page answer replaces the note. Only actions that change what the counts or checks say (update branch, approve workflows, revert, auto-merge) still ask for the reads at once. The detail panel reports which action it ran so the page can tell the two apart.

A refresh also hands back the row objects it did not change, so a memoized row whose data is the same does not render again; before, every refresh rebuilt every entry and the whole list repainted for the one that moved.

Verified in the web app by closing #12554 from the detail panel, on this branch and on main, and reopening it after each. Typecheck, lint and the list logic tests (cases added to the existing file) ran on Blacksmith.

The confirm is pressed, then nothing on the list changes for the whole round trip; the row is still there twelve seconds on, and the header controls flicker through the reads.

After, on this branch

The row leaves the "open" list on the click (the probe measured 57ms), the group count drops by one, and the rest of the list stays exactly where it was.
