fix(devices): safely reclaim obsolete managed tool versions

Stack (merge in order): #12816 → #12817 → #12818 → #12819.

Versioned device-tool installs accumulate indefinitely. After successful startup, prune obsolete completed installs on the local server and SSH hosts while keeping the required version, the most recently installed other version, and versions referenced by running processes. Incomplete installs and symlinks are preserved. If process discovery fails, cleanup skips deletion.

Cleanup is advisory. There are no install leases, usage records, process-start identity checks, or per-session maintenance subprocesses. A cross-process lock serializes pruning; lock or filesystem failures cannot fail helper startup. The lock publishes a populated directory atomically and removes dead owners by unique filename. A live or reused PID conservatively prevents reclamation.

Validation: 42 focused tests pass across maintenance, SSH bootstrap, DeviceService, and LocalDeviceHost. Tests cover active installs, previous-version retention, missing required installs, failed process scans, six competing cleanup processes, and successful SSH hub/agent startup with blocked maintenance storage. Targeted lint and the server typecheck pass. Windows process discovery was not executed on Windows.
